Your Guide to Howard’s IT Governance Council

Dear Howard University Community,

As a reminder, the IT Governance Council continues to serve as a cross-functional body ensuring the university’s IT resources are strategically aligned, efficiently managed, and positioned to deliver measurable value across all areas of our academic and administrative operations.

Why the IT Governance Council Matters
The council brings together leadership from Finance, Academics, Human Resources, Enrollment Management, Information Technology, and Research to:

  • Define and optimize the IT project portfolio in alignment with university priorities.
  • Protect and deliver value by ensuring resources (time, labor, funding) are used wisely.
  • Promote transparency and accountability in all IT-related decision-making.
  • Foster collaboration and trust across departments and stakeholders.

Through this governance model, we ensure every approved IT initiative supports the mission of Howard University while reducing risks and maximizing institutional impact.

Submitting an IT Governance Request
You can submit your request through the Enterprise Service Center (ESC). This centralized process ensures all requests are captured, routed, and reviewed in a structured and transparent way.

  1. Submit your request through the ESC form.
  2. The IT Governance Council reviews requests during its monthly meeting.
  3. Approved requests are then routed to ETS for technical and security evaluation and assignment to the Project Management Office or appropriate department for execution.

You can also submit a request on the Enterprise Technology website. This streamlined process not only improves efficiency but also provides a clear pathway for appeals if a request is initially denied.
