Your Guide to the IT Governance Review Process
Dear Howard University Community,
Do you have a new IT project—hardware or software, that you are planning, exploring, or preparing to implement? If so, the IT Governance Council process is the official pathway for review and approval. All new technology initiatives, including system implementations, major upgrades, integrations, and enterprise software purchases must be submitted through this governance structure before moving forward.
The IT Governance Council serves as the formal decision-making body for technology investments. It establishes leadership oversight and the approval process that ensure all IT projects align with Howard University’s strategic priorities, security standards, fiscal stewardship requirements, and long-term mission objectives. Engaging this process early helps avoid delays, ensures transparency, and positions your project for successful execution.
The Council brings together leaders from Finance, Academics, Human Resources, Enrollment Management, Research, and Enterprise Technology Services (ETS) to ensure that:
- IT initiatives are aligned with institutional strategy and academic priorities.
- Project prioritization and funding decisions are made in coordination with university leadership.
- Resources are allocated responsibly and transparently
- Strengthen collaboration across departments and schools.
IT Project Approval Process
All technology initiatives follow a structured review and intake process:
IT Project Request Submission → IT Governance Council Review → ETS Technical & Security Evaluation → Assignment to PMO or Appropriate Department
How to Submit a Request
All IT project requests must be submitted through the Enterprise Service Center (ESC). This centralized intake ensures requests are formally documented, evaluated, and routed appropriately. Requests may also be initiated through the Enterprise Technology website, which provides visibility into the process and a structured pathway for appeal, if needed.
