Navigating the IT Governance Process

Planning a technology initiative this semester? Start with the IT Governance Council. 

As part of our Semester Readiness Series, Enterprise Technology Services (ETS) is highlighting the IT Governance Council (ITGC) and its vital role in ensuring technology investments support Howard’s mission, strategic priorities, and operational goals.  

The ITGC serves as the university’s cross-functional decision-making body for information technology initiatives. By integrating leaders from academic and administrative units, the council promotes transparency, accountability, and responsible stewardship of IT resources while helping prioritize projects, manage risk, and deliver measurable value across the institution. 

Understanding the IT Governance Process 
Faculty and staff are encouraged to familiarize themselves with the governance process before submitting requests for new technology projects, systems, or enhancements.

How to Submit an Initiative 
The ITGC offers two submission pathways for technology initiatives. Faculty and staff may submit requests via the ServiceNow IT Governance Form or IT Governance Web Form, depending on access preferences.  

How the Process Works 

• Identify a business, academic, research, or operational need that may require a technology solution. 
• Work with your department's leadership and ETS partners to define the project goals, benefits, risks, and resource requirements. 
• Submit the request through the established IT Governance intake process for review and evaluation. 
• Attend the IT Governance Council meeting to present your initiative, answer questions, and provide additional context regarding its value and impact. 
• Following the presentation, the Council evaluates the initiative’s alignment with university priorities, resource requirements, security considerations, and overall institutional impact. 
• The IT Governance Council votes on the initiative and determines the appropriate next steps and prioritization. 
• Approved initiatives are prioritized and incorporated into the university technology portfolio for planning and execution. 

Meeting Cadence and Submission Timing 

• Meetings take place the last Tuesday of each month.  
• Requests must be submitted on or before the Tuesday before the IT Governance Council meeting.

Why It Matters
The IT governance process helps ensure that technology investments are strategically aligned, financially responsible, and capable of delivering meaningful benefits to the Howard University community. It also provides a consistent framework for evaluating requests and allocating resources where they can have the greatest impact.
