The IT Governance Council has decision-making authority for information technology across Howard University Campus. ITGC coordinates/partners with our institutional Researchers.

 

Responsibilities:

  • - Provide oversight of and decision authority over IT governance

  • - Advise leadership on institutional priorities and compliance issues

Approval Process

IT Governance Approval Workflow

The IT Governance Council follows a structured approval workflow for all IT project requests. Below is an overview of the process:

  1. Submission of IT Project Request
    • All IT project requests must be submitted through the IT Project Request Form to the IT Governance Council for review. The submission serves as the initial step to ensure alignment with strategic goals and resource planning.
  2. Review by IT Governance Council
    • The IT Governance Council convenes once a month to evaluate all submitted project requests. During this review, the Council assesses the project's alignment with institutional priorities, available resources, and overall feasibility.
    • Once reviewed, the request may be approved by the Council to proceed to the next stage.
  3. Submission to ETS
    • After approval from the IT Governance Council, the project request is forwarded to the ETS (Enterprise Technology Services) team. The ETS Intake Form must be completed and submitted for further evaluation.
  4. ETS Review and Assignment
    • The ETS team reviews the intake form to determine the most appropriate path for the project. They will assess whether the project should:
      • Be managed by the PMO (Project Management Office), if the project impacts multiple organizations or has significant business implications.
      • Be assigned to an individual ETS department, if the project is contained within a single technical domain.
      • Remain with the requesting department, if the project is localized and does not require ETS involvement.
  5. PMO Involvement Criteria
    • The PMO will only be involved if the project has a cross-organizational impact or influences multiple business objectives, ensuring proper oversight and management across units.
